Saudi 0% personal income tax

Saudi Arabia has no personal income tax on individuals — neither salary nor rental income nor capital gains. UAE rental income from a Saudi-resident owner is therefore tax-free in Saudi Arabia as well as in UAE. The combined effective tax rate on UAE rental for Saudi citizens is 0%.

Zakat consideration

Saudi nationals pay Zakat at 2.5% annually on qualifying personal wealth (including rental-generating real estate after deductions). This is religious obligation, not state tax — typically self-administered or paid through SAMA-supervised Zakat funds.

No DTAA needed

Yes — and under the GCC Common Market framework, Saudi nationals enjoy near-equivalent treatment to UAE nationals in many respects. They can own property in any UAE freehold zone (which is the same as for any foreign national), face no outward capital controls from Saudi side, and access the same UAE bank financing programmes available to GCC residents. The transaction process is identical to a UAE resident purchase.
No state taxes. Saudi Arabia has 0% personal income tax — rental income from any source is not taxed in Saudi. UAE has 0% personal income tax — rental income earned in UAE is not taxed there either. The only outflow is Zakat at 2.5% annually on qualifying wealth, which is religious obligation rather than state tax, and is self-administered. The combined effective tax rate is the lowest of any source country.
